Step 1: Online Application - Detailed Operation of the "Chinese Consul" APP

This is the starting point of the entire process, and all applications must be submitted through the official app.
Download and Register
Search for 'Chinese Consul' in the mobile app store and download it.
It is recommended to use your Chinese mobile phone number for registration and follow the prompts to complete the real name authentication of your ID card or passport.
Fill in application information (key steps)
Log in to the app and select the "Passport/Travel Document" service.
Please make sure to select 'Chinese Embassy in Kyrgyzstan' when applying for the embassy certificate.
Core tip: As the baby was born abroad and is applying for a travel permit for the first time, please select "Never held a permit" as the type of application, and then select "Travel permit for minors under 16 years old (born abroad)". This is the easiest place to make a mistake, please be sure to pay attention.
Follow the prompts on the app to accurately fill in the personal information of the baby and parents in sequence.
Upload the required files
Electronic ID photo: This is the focus of the review. Please provide professional identification photos taken within the past 6 months (white background, dark clothes, bareheaded, without any accessories). Even if the system occasionally prompts "detection failed", as long as you confirm that the photo meets all requirements, you can continue to click "next" to submit and have it manually reviewed for final approval.
Other materials: Upload electronic versions of both parents' passports, written consent forms, and the baby's birth certificate as required.
Identity verification and payment
The app will require facial recognition to verify the applicant's identity. Please ask the baby to cooperate in completing it. If multiple attempts fail (low cooperation among newborns is a normal phenomenon), you can choose to "skip" and proceed to the next step. The embassy will arrange an offline meeting to verify.
Please choose offline payment as the payment method.
Submit and wait for review
Submit the order after completing all steps. Afterwards, please pay close attention to the "My Orders" and "Message Center" within the app. The embassy auditors will provide feedback on the progress here, and if additional materials are needed, they will also leave a message for notification.
Step 2: Offline submission - embassy on-site processing procedure

After the online review is approved, you need to make an appointment on the APP to go to the embassy to submit the materials in person.
Prepare a list of materials (it is recommended to check each item)
Birth certificate of the baby: original, as well as a translation certified by the official authorities of Kyrgyzstan.
DNA paternity test report: Original, this is the core legal document that proves the parent-child relationship.
Both parents' passports: original and photocopy.
Baby's white background ID photo: 2-3 paper copies.
Relevant declaration documents, such as the "Applicant Declaration" and the "Declaration of Consent to Apply for a Passport and Travel Permit for Minors", can be downloaded from the "Consular Services" section of the official website of the Chinese Embassy in Kyrgyzstan.
Supporting documents: Service contracts signed between you and medical institutions, etc., for verification purposes.

On site interview and material submission
Bring the baby and all the prepared materials to the embassy according to the scheduled time. The staff will conduct a brief interview and verify the original copies of all documents.
Payment and Collection
After the materials are verified to be correct, the embassy will provide you with a certificate of evidence and a payment receipt.
Payment: You need to go to any KICB bank counter in Bishkek with a payment receipt to pay a certificate processing fee of $18 (the embassy does not accept cash). Be sure to keep the bank's payment voucher safe.
Evidence collection: After the documents are processed, the embassy will notify you by phone. At the designated time (usually 9:00-12:00 in the morning), collect the baby's travel permit with the evidence receipt and bank payment voucher. One parent can collect the baby on their behalf with their own passport.
At this point, the final procedure for the baby to return home has been successfully completed.
